Don't include the path on equery b. That said I don't see that file
on my system, tho vaguely recall it being there at some point in the
past. See if its included in your sys-apps/baselayout or
sys-apps/openrc.

It is owned by baselayout-1, and it does not (seem to) exist in either
baselayout-2 or openrc.

Since you have ~amd64, you are using baselayout-2 with openrc. My guess
is that the /etc/conf.d/rc you have remained from the time you used
baselayout-1. Or if you have always had baselayout-2 then it is from
the install package (stage-whatever). I am pretty certain you can
delete it, but if you do and your system breaks, I will deny ever
writing this email. :)

I always included the absolute file path and it worked.
This time it does too, but the file is in sys-apps/baselayout-1 (as
others have replied), not in sys-apps/baselayout-2
(sys-apps/baselayout-2.0.1), which I have since I follow ~amd64.
So the file is a remnant from the initial installation.
I found the answer here:
http://www.gentoo.org/doc/en/openrc-migration.xml (para. 2. Migration
to OpenRC)
Thank you all for your help.
