we now tried to use the full docbook which
provides the <anchor>. It doesn't work:
the files now validate but anchor still
is not transformed properly:
<anchor id="id000"/> becomes
<a href=""></a> (or noting at all)
<anchor id="id000">Test</anchor> becomes
<a name="Test"></a><a href=""></a>
