It just does what all SMTP MTA implementations did before that was invented -- return bounces using a private format. This is because Philip Hazel was never a fan of MIME. He felt it was only something MUAs should worry about, and the processing does not belong in MTAs. For the same reason, RFC-compliant 8BITMIME support (which requires MIME downconversion) was never added. (MIME ACLs were a feature imported from the Exiscan project, not Philip's work.) RFC 1892 is obsolete, by the way.
