"relay not permitted" for host specified in /etc/mailname

Debian, exim 4.50, trivial smarthost config. When /etc/mailname is updated, the update-exim4.conf is run and exim4 restarted, I still got "relay not permitted" when exim4 would not receive mail to itself! Is there some reason this is not the behavior by default? I figured out that I had to dc_other_hostnames='DEBCONFvisiblenameDEBCONF:...' but that seemd a tad wierd to me...and I swear that this used to work before... (my /etc/mailname is usually something like adsl-76-223-44-207.dsl.chcgil.sbcglobal.net...
