make testsuite work with new header sorting
exim 4.70 generates mail with a different sorting of headers than earlier
versions. I think this is required for DKIM. Obviously this breaks the
testsuite. Suggested fix attached. (I did not run ipv6 *sql and ldap testsuite,
therefore the fix is not complete.)
