This sounds like the Fedora perl core/minimal cock-up where the basic
perl install was stripped beyond sense.

Are you sure its valid in later Fedora versions?

Unsure whether we should be putting explicit code in to test for a
distributions packaging errors.

This package is definitely not present in Fedora 9-11 32 and 64bit. I recently
did a fresh install of these 6 environments and found them all to be lacking,
even when I installed perl-devel.

As for not testing dist packaging errors, my take is that we're just making
sure that if make fails, it's clear why. If this test isn't there, the reason
for the failure scrolls off the screen before make finally fails.
