Standardized copyright header for src/dcc.*

Hello,
src/dcch.* just says "License: GPL" without noting the specific
version of the license.
I have asked Wolfgang Breyha for clarification and he said the
standard exim license terms (GPLV2+ with OpenSSL exception) are ok.
This yields:
