If this was allowed, as well as multiple 'condition's in routers (bug #285 I think), then it would be possible to construct routers to add/remove headers only under certain conditions. This is possible with ACL's quite easily, but for routers it involves some horrid syntax using 'and' and 'or' trying to squeeze it all into one 'headers_add' line.
