Add permit_coredump pipe transport option
Diagnosis of failures in production systems can sometimes be aided by the
ability to get a coredump. Exim inhibits coredumps during delivery.
This patch adds a new pipe transport option "permit_coredump" which is the aid
for when all else has failed.
