B-ACD limit queue to only 2 calls

I'm using embedded 12.4T B-ACD with drop-through mode and want to limit the hunt-group to max. 2 calls, but it's allowing more than 2 calls in my testing.
I thought param queue-len 2 was all I need to restrict the queue depth to 2 calls. However it's allowing more than 2 calls. I tried a couple other param values like overflow and none of them limited the queue to 2 calls.
Any thoughts?
