PRI channels not available

I have an IAD2400 with a channel group using 22 channels on one interface.

Cisco IOS Software, 2400 Software (C2400-IS-M), Version 12.3(11)T10, RELEASE SOFTWARE (fc4)

Cisco IAD2431 (R527x) processor (revision 4.1) with 119808K/11264K bytes of memory.
Processor board ID FHK1046F3JE
R527x CPU at 225MHz, Implementation 40, Rev 3.1
1 On-Board Eight FXS Analog Voice Module V2.1

2 Channelized T1/PRI ports
DRAM configuration is 64 bits wide with parity disabled.

Option for system fpga is 'system'.
62720K bytes of ATA System CompactFlash (Read/Write)
0K bytes of ATA Slot0 CompactFlash (Read/Write)

Configuration register is 0x2102

I want to use the remaining 2 channels for a pri-group for, essentially, one analog voice line.

controller T1 0/0
framing esf
linecode b8zs
channel-group 0 timeslots 1-22 speed 64

But it won't let me enter the pri-group definition under the controller. Whenever I try it says no resources are available.

glassdoctor(config-controller)#pri-group timeslots 23-24
%Channel-group already created. No more resource
glassdoctor(config-controller)#

I have done this before. Why would it not be allowing me to create the pri-group now?

I took out the channel-group 0 and configured the pri-group, thinking maybe I needed to add the pri-group before the channe-group. The pri-group went in fine. Then when I tried to add the channel-group I got...

glassdoctor(config-controller)#pri-group timeslots 23-24
glassdoctor(config-controller)#channel-group 0 timeslots 1-22
%Channel-groups per port limit exceeded
%Insufficient resources to create channel group

Is there some sort of per-port or per-card limit on the number of channel-groups you can have on a 2400IAD, or on the WIC? I thought it allowed at least 2 per port. There is another t1 port on this card that also has a channel-group configured, but I haven't been touching that and thought it didn't matter. The config for both ports on the card is actually --

controller T1 0/0
framing esf
linecode b8zs
channel-group 0 timeslots 1-22 speed 64

I meant to say there is another t1 port on the 2400IAD. The port I am working with (0/0) is the native t1/e1 port on the router, and there is a VWIC 1MFT-T1 that adds 1/0.

Please try to see the dsp resorces u have , run sh diag and let us see
what resources the router has?
