No ring on outgoing PRI calls

Generating outgoing calls through a PRI. We are generating the PRI on an
AS5400 and sending it to a PBX. Incoming and outgoing calls work fine, but
when calling out from phones on the customer PBX no ring is heard on the
calling phone before the called-party picks up the phone.
