odd phone behavior moving between clusters

Okay...more odd behavior.

I have the same firmware load on my 6.1 cluster and my 8.6 cluster. I can
move a phone from 6.1 to 8.6 without any issue but moving back requires a
factory reset.

That isn't a good thing if for some reason I have to swing phones back to
the old cluster during the cutover.

Any ideas?

Newer UCM versions utilize something called "Security by default", so
you will have to delete the security files to get back to an older
cluster.
Excellent write-ups by Jason Burns:

For rollbacks after an upgrade there is also a Enterprise parameter
called "Prepare Cluster for Rollback to pre-8.0"

I had considered security but I guess I didn't realize ITL is still
present in non-secure mode.

Rollback to the old cluster isn't going to be aviable option I guess.
