Just because the hosts file is present in the OS doesn't mean each different app is going to use it. There are many ways that DNS failures can negatively impact an appliance model UC server.

See CSCsw88022 as one example.

That is correct, for NAT deployments the endpoints do need to use DNS to resolve the CUCM servers' addresses to the outside address. There is no requirement that the CUCM server has to resolve an endpoint's DNS name.
