Used for COBRAS Imports when doing migrations, it's designed to stay
turned off...it should be disabled if not doing any migration work.

This is like the Cisco Messaging Interface service, if you don't use
SMDI then leave it disabled.

I am just curious why the thing is crashing 30 seconds after it
starts... and then restarts

it is generating a lot of alerts, so I disabled the service...

It's also used for any of the off-box tools that require database access, like CUDLI, and COBRAS Export, etc. If you're using these tools on a daily basis, then it needs to be on.

Well, it is unlikely I am going to be using it any time soon in this
implementation... so disabled it is...

Fair enough. We're actually using DRF backs and COBRA Exports daily. While we have not publicly announced that we can restore mailboxes or independent messages, having the option for now is great. There is no undelete option, so if we accidentally delete a mailbox (it happens) we can restore from COBRAS from the night before using COBRA import.

...and I'm not 100% sure, but I think if you plan on using any of the API/REST calls that 7.1(3) introduces, this needs to be running as well.
