There are several bugs in early 7.1 that will cause the Tomcat web service to fail after a certain amount of time. There are many types of critical alerts that RTMT can show, knowing the specific one you are seeing would be beneficial. The quick fix is to restart Tomcat from the CLI - 'utils service restart Cisco Tomcat'. If that doesn't work then reboot the server.
