SPA400 voice port signaling issue

Dear All ,
i have linksys SPA 400 connected to Egyptian Telco PSTN . the voice port led give me an indication of ringing. and i can't make any call through it
please help me to solve this problem.
If any one from egypt face this problem , please tell how you solve it.
