Jason thank you. This only works once a phone has registered with CCM.
Out of the box however there doesn't seem to be a way to access this
through the USB interface, which makes no sense.

In the CCMAdmin under Device > Phone you can set the web page of the
phone to read only, or read/write. That would be one thing to check. The
only other thing I can think of is to get the right username and pass
from the 7925 admin guide.
