Alternate Routing

How can I deal with the scenario of a call placed on cluster from one device to another device at a remote location but the WAN link is down at the remote location and the site is in SRST. AAR does not seem to fit, all it refers to is when a site has insufficient bandwidth. No way I can think of to use Route Lists since from the Call Manager perspective this is an internal call.
