This is the version of the system bootstrap and not the version of the
image you are running. There have been a number of bugs that exhibit this
behavior, but it would help to know what version you are actually running
to determine if you are hitting one of them and if it is fixed.

At this point, you should probably open a case to research the issue.

I upgraded IOS to 12.2.31. But still I can't issue wr command.
