DMVPN singlu-cloud or dual-cloud

Hi Guys,
Currently we are testing DMVPN with 2 Hubs, and we need the scenary: Active/Active.
What´s the best deployment for this requirement?
Dual hub-dual DMVPN cloud ? or
Dual hub-single DMVPN cloud ?
