Cat6500 "Waiting for supervisor to come online in other slot" when booting

All,
I have a pair of 6504Es with Sup32s here, running 12.2(33)SXH6. When
they boot, the bootloader loads and I am presented with:

I only have a single Sup32 in the chassis, and this message continues
forever. Breaking out and booting the image manually appears to work.
What causes this, and how can I get around it? I am sure I'm not doing
something correctly.
