I remember now, the problem I had was with IP address pools and the 'hyphen', so this is probably not relevant... sorry... Moving on, the reasons I could see for modems not being allocated are: 1: modems are busy/locked up ('show modem' to make sure there are some modems available. 2: If the config is looking for a specific incoming number, it is possible that what is in the config doesn't match what the exchange is sending you (e.g. if the number you are expecting is: 1 555 1234 567 and the switch strips the leading digit, you'll end up receiving 555 1234 567).
