Please use 255.255.255.254 to assign the address from the pool..
255.255.255.255 lets the user choose an address, which could be one
previously assigned to hime..

Use the aaa accounting delay-start command to delay creation of the PPP network "start" record until the peer IP address is known.

Examples
The following example shows how to delay accounting "start" records until the IP address of the user is established:

aaa new-model

aaa authentication ppp default radius

aaa accounting network default start-stop radius

aaa accounting delay-start

radius-server host 172.16.0.0 non-standard

radius-server key rad123
