What steps will reproduce the problem?
1. badly configure a balancer (don't select a balancer)
2. notice that cherokee doesn't start because of a bad configuration
Solution:
Configure a balancer by default as 'Off', the handler is not active. And I
would even suggest to disable the rule.
Alternative:
Any miss configured rule and/or handler should trigger the disabling of the
rule, opposed to crash.
