When a configuration is broken, disable the vserver, but continue to parse
the rest of the configuration. Depending on the configuration a
'configuration error nag screen' should come for those hostnames, or it
should be disabled entirely.
The disabled methods of the disabled rule/vhost should be reused for this
feature.
