Add disabling the VSERVER itself

Request two:

When a configuration is broken, disable the vserver, but continue to parse
the rest of the configuration. Depending on the configuration a
'configuration error nag screen' should come for those hostnames, or it
should be disabled entirely.

What about if cherokee-worker, on start up, disable Virtual Server when its
config is
wrong and display an error or warning? All the others Virtual Servers
should run even
when one fail starting.

The error displayed could be captured by Cherokee-Admin to disable that
Virtual
Server.

Both rules and virtual servers can be disabled now since Skarcha's commit.
Should we
close this one?

(The way how Cherokee should manage faulty vservers is a completely
different matter
that needs its own issue number).
