Packagers: Configuration files auto-upgrade

Hello there, I've just committed a new script to auto-upgrade configuration files from the command line. The idea is to let packagers upgrade configuration files format from their post-install scripts (or equivalent). Since the configuration file versioning was introduced a few weeks ago, and no format changes have been made since then, there's no much for this script to do right now.
