C::P::RequireSSL allow_ssl() patch

Hi,
here's a patch for C::P::RequireSSL that makes it possible to declare
actions being OK in both SSL and non-SSL mode. (Useful when only parts of
the site require SSL and those secure pages reuse some of the actions -
esp. AJAX XML or JSON actions - originally used by the non-SSL part of
the site.)
