I decoded the (whole) block, and didn't see any non-ASCII chars
in there (granted, I also did not look very hard). It is a
bit of a pain to decode them (especially in digest), and so I
generally don't bother. Is this the effect intended by the author?

You mean the mailing list digest? Then I guess the digest
generator has a bug. But digests are a fundamentally broken
concept anyway, so…
