Nope, i think this is a bug. I'm about to put it in bric-bugzilla, but first I'll tell ya here. here're the different scenarios I created: *Created an 'everythingbut' user, where I gave the user all groups EXCEPT GlobalAdmin. This user cannot create anything in PUBLISHING under ADMIN *Created a different 'everythingbut' user, and a new group 'Global Non-Network Admin', whereby they have CREATE access for everything (and EDIT access where there's no CREATE choice given). This user still cannot create anything in PUBLISHING under ADMIN *Created a 'publishing' user, defined as only having 'publishing group' access. Still no ability to create anything in the publishing category. Seems there's a discrepency between what GLOBAL ADMIN can do and what is actually defined somewhere in the code as to what any other user can do. Does this make sense? I think that the simplest way to get what you want is not to create a new group, but to simply use the existing groups.
