Suggestion regarding bugs 1456 and 1461

So I was looking at these and I was just wondering why, when a media
file is uploaded, it isn't just automatically converted to all lower
case and all spaces within the file name are replaced with
underscores? It seems to me that would fix both these problems
without too much change in the code itself, just a little regex.

Thoughts?

Because some organizations don't want the cases changed on their file
names.
