I can think of no reason why this script should be a part of the
distribution. It should be run when preparing a distribution to create
the SQL script that grants the permissions, but it does not need to be
part of the distribution itself.

That's why I think it should be in distutils.

The problem is that the build process depends on the file it
produces, which may not be around if this was checked out of
cvs and not in the distro. I suppose the counter argument
is that folks checking this out of cvs should use the
bric_pgimport script, but I think it's nice to have options,
and it doesn't really hurt anything to include this very
small script.

Otherwise I suppose I could just have make do the work
itself, but that would be harder since it doesn't have the
level of regex support that the script uses.

Actually, bric_pgimport should go away, IMHO. It's simply a development
tool, and it's not at all portable. In that case, since you're putting
the script in inst, then I guess it makes sense for it to stay (although
we can have bric_prep delete it for a distribution). In that case, it
also makes sense that you'll need the code in bric_prep to concatenate
all the *.sql, *.val, and *.con files as well, correct?
