Actually, bric_pgimport should go away, IMHO. It's simply a development tool, and it's not at all portable. In that case, since you're putting the script in inst, then I guess it makes sense for it to stay (although we can have bric_prep delete it for a distribution). In that case, it also makes sense that you'll need the code in bric_prep to concatenate all the *.sql, *.val, and *.con files as well, correct?
