[Bricolage #286] XML::Writer permission problem

XML::Writer does not work if the user does not have "Global Admin" rights. It seems that the $writer object does not get defined and any attempts to use that object result in an error. The user I tested had "Publishing Admin" rights. When I changed that user to "Global Admin" it worked.
