[Bricolage #105] Improve Desk Management

This is quite confusing, for a number of reasons:<br /> * Desks with the same name are actually the same desk - changing one affects all instances; this should be made obvious to the user (accidental relationships are _very_ bad for usability).<br /> * Adding an existing desk to a workflow follows the same path as creating a new desk, which conflates two completely different interaction paths (everyone I've shown that to says "Where's the 'Add' button?").<br /> * Desks are a second-class citizen in the UI; there is no affordance for desk management in the Admin -> Publishing menu, like there is for all other publishing components.<br /> **Suggested Enhancement:** Break desks out into their own management screen, listed in the admin navigation along with Categories and Workflows. Make them searchable, give them edit links that clearly show you what workflows use them, and delete checkboxes to remove/deactivate them.
