[Bricolage #104] Implement Desk Groups, to allow the assignment of RECALL/CREATE/PUBLISH privileges to multiple desks simultaneously.

**Details:** There doesn't seem to be any way to make groups of desks where users or groups can be granted RECALL/CREATE/PUBLISH privileges. Currently, permissions for desks only seem to control a group's ability to edit the desk, not their ability do perform actions on assets residing on said desks. This makes granting things like PUBLISH privileges on large numbers of desks ridiculously labor intensive, as you have to set the security access on each desk individually for each group in the UI. <br />
**Use Case:** You want to create a user group called "Fact Checkers" - people who should have RECALL access to the same group of desks that the "Copy Writers" group has CREATE access to, so that they can checkout content there and edit if necessary. You create the user group, but don't want to click "RECALL" a bunch of times in that group's individual desk permissions. Also, the group of desks they need access to may change from time to time, and needs to stay in sync with the writers. With Desk Groups, you could create a group of desks called "Working Desks", grant RECALL access to the "Fact Checkers" group, CREATE access to the "Copy Writers" group, PUBLISH access to an Approver/Editor group; other group's access would still default to NONE.
Desk Groups would give you the ability to grant access to desks the same way you can categories or workflows. If you add a new desk to that group, user groups would automatically gain the appropriate access, based on their access to that Desk Group.
