To replicate:
1) Create a new template.
2) Add some content.
3) Choose a desk and click [Checkin]
4) Go to Find Templates and look for the template - it's not there!
Looking in the database I can see that [Checkin] is creating template records
with active == 0. Normal [Save] still works.
