Replacing the new version of > /usr/share/hal/fdi/policy/10osvendor/10-x11-keymap.fdi by the old version, which contains just an unconditional > fedora-setup-keyboard does restore the UK keyboard for me, but didn't do it after a simple logout: it needed a reboot. Perhaps /usr/bin/fedora-setup-keyboard from the command line would have done the job.
