rotatelogs use of localtime still unpredictable when GMT offset changes?

In http://httpd.apache.org/docs/2.2/programs/rotatelogs.html the
documentation for option "-l" says "Note that using -l in an environment
which changes the GMT offset (such as for BST or DST) can lead to
unpredictable results!"

The resolution of
https://issues.apache.org/bugzilla/show_bug.cgi?id=24417 by changeset
http://svn.apache.org/viewvc?view=rev&revision=103973 means to me that
it is no longer unpredictable.

Should the documentation be updated? I wanted to ask here before filing
a bug report in case I'm missing something.
