[PATCH] useful ldap feature

This patch applies against the 2.2 branch
and adds the AuthLDAPBindAuthoritative directive,
which allows infra to failover login requests
to file based authentication. Normally what
happens is that LDAP is authoritative when
it can locate the dn for the user. This patch
allows *both* passwords, LDAP and file, to be checked
if the user is in both LDAP and the file.

Thanks for looking it over.

I can't attest to the code, but the functionality sounds terrific.

Thanks for contributing!

Thanks Joe. I'm trying to knock this out, can you clarify who the
author is and peek at the doc?

Justin came up with it but wants Tony Stevenson to be blamed for it. :-) The docs look good to me.
