I am seeing the same issue under a load test. Using 2.2.9 on Windows 2003. Will
sustain 90-100 requests a second and then start dropping after the OS 10014
error gets logged. Then requests stop coming and I have to restart Apache.

One difference that may or may not be related is that I turned disabled the
WinSock2 API: "Disabled use of AcceptEx() WinSock2 API" due to issues with the
error associated with it.

Looking at some other debug reports, there may be another issue with using PHP.
Not sure about the first reporter, but we are using PHP 5.2.1.
