build_url_index - where is it used?

I'm currently removing several features I do not need from Links 2 and would like to know what parts of the script uses the build_url_index routine or the url.db file it produces.

That's used by jump.cgi.

I'm not going to use any of the parts intended for visitors to edit resources, nor will I be storing external URLs.
