Okay!!! That was the ticket. It now recognizes the referer, but now the add.cgi won't load the error or success. Do I need to change something else. 
Never mind for now... I just was notified by sysadmin that the sendmail may be messing up... temporarily I removed the '-t' from the sendmail call in links.cfg and everything is working great except no mail.
