I want to add the <%title_linked%> tag in the rate template. So for every rate page it would link back to the category the resource belongs to. I currently use the <%title_linked%> tag in the category template and it works perfectly.

I'm sure this has been answered before in this forum but I couldn't find it.

That tag shouldn't be available in the rate template, I believe. Not sure what/if there is a work around it, sorry.
