delete and email reason - delete user?

delete and email reason - delete user?
in Validate Links when you Delete and Email Reason, does the users link and login info both get deleted or does just that specific link get deleted? Can the user read the email and then just login again and resubmit a correct link, or do they have to apply for another verification code and setup a new user and then submit another link?

Just the link that gets deleted. The user details are not touched.
