Where do I find links.cfg file?

Where do I find links.cfg file?
I need to make changes on the title and I've been told is done on the links.cfg file but i can't find it. Anyone could guide me?

In Links 2 (static file) or GLinks / LinksSQL? (GLinks uses globals, not the links.cfg file, which is only for the static version)
