...For search engines (especially google) ???
Is it the same, is one better than the other?

Well neither underscores nor hyphens are ever used so I'm not sure what you are referrring to?

Do you mean underscores/hyphens in domain, directory, and file names?
If so, I'm pretty sure Google is able to recognize either as a word separator, so it shouldn't make much difference.
www.my-web-site.com/the_directory/the_file.html
should be the same for SEO purposes as:
www.my-web-site.com/the-directory/the-file.html
Also, you can't use underscores in domain names, only hyphens.
